A mortgage modification program can change the terms of the loan and create a "win win" situation where the customer is able to keep making payments on their house and the bank avoids having to go through a foreclosure.

The modification process can be a challenging one. Homeowners must provide documentation of their financial situation and any hardships they are facing. There is generally a trial period where the monthly mortgage amount is temporarily lowered before a final modification is made. During this time the reduced payments must be made. By the end of the period, all documentation is reviewed and the mortgage program will decide whether the modification can be made permanent. Some studies have shown that as few as 1% of homeowners who request modifications are offered a permanent mortgage modification.

Mortgage modification programs face another challenge after the modification is made permanent. After 8 months of permanent modification, over half of home owners may again be in default of their mortgage. Possibly as many as 65% may eventually default again. This can occur because further hardships are faced, such as the loss of a new job. Another factor may be that homeowners who owe more on their home than it is worth are not motivated to continue making payments. In some cases, homeowners may be trying to maintain a higher standard of living than their income can support.

Many modifications can and will be successful despite these statistics. Many honest homeowners who made responsible home purchases and mortgage loans are now faced with a loss of income. With the support of the right program, these homeowners may be able to lower their monthly payment to an affordable amount. By living within their means and continuing to meet their obligations, they will be able to avoid a second mortgage default. The challenge for the modification programs and home owners is to identify who mortgage modification can benefit and to set terms that are realistic.
